ARIA APAC Node —
Designed for Cross-Border Data Governance
A planned ARIA node for the APAC research and life sciences sector, designed around cross-border data transfer rules such as China's Personal Information Protection Law (PIPL). The node is not yet in production, and no certification or approval is held.
What Will the APAC Node Do?
The planned APAC node is intended to apply ARIA Capsule's attestation and differential privacy capabilities to cross-border research data flows. It is part of the ARIA platform developed by Sovereign Governance Systems Ltd, a company registered in England and Wales.
Under PIPL Article 38, personal information can leave mainland China only through one of the routes the law sets out: a security assessment by the Cyberspace Administration of China (CAC), certification by a specialised body, the CAC standard contract, or another route provided by law. The node is designed to support whichever route applies; it does not replace any of them.
APAC Deployment
Planned to run in the APAC region, with documented data residency controls and audit trails for processing activities.
Lawful Transfer Routes
Any cross-border transfer would rely on the PIPL route that applies to that activity, documented per transfer.
Cryptographic Accountability
Designed so that processing events are logged and attested through ARIA Capsule's Ed25519 attestation layer, producing evidence that can support a regulatory review.
APAC Regulatory Framework
These are the requirements the node is being designed against. No certification, approval or compliance status is claimed.
Cross-Border Transfer Conditions
PIPL Article 38 sets strict conditions for cross-border transfers of personal information. The node is designed to record which route applies to each transfer activity.
Supporting a Future Assessment
No certification is held. Where certification is the chosen route, ARIA Capsule's attestation architecture is designed to provide technical evidence of processing boundaries and access controls for the assessing body.
Human Genetic Resources Rules
China's Human Genetic Resources regulations add separate approval requirements for genetic data. ARIA does not provide an exemption from them: any project would need the approvals those rules require.
Powered by ARIA Capsule
ARIA Capsule is patent-pending technology (UK patent application GB2612045.1; US application 19/693,491). Its layered architecture combines HMAC integrity, differential privacy and hardware attestation, so AI workloads can be executed and audited across jurisdictional boundaries.
Capsule tiers T1–T3 are operational in the ARIA platform. Tier 4 hardware TEE support (AMD SEV-SNP, Intel TDX and hardened Intel SGX) has been hardware-validated on a pilot node; Arm CCA is not yet implemented. Production deployment to this node is targeted for Q4 2026.
